PAAO was created out of the remnants of the now defunct National Aircraft Appraisers Association (NAAA). PAAO was founded in late 2018 and currently accepts appraiser membership only from former NAAA appraisers. The NAAA has previously certified appraisers at various levels depending on aviation experience and after attending individual training courses. PAAO is currently working on an educational pathway for prospective assessors, but does not have one at the time of writing. PAAO requires its members to adhere to a code of social ethics and states that its members must follow USPAP development and reporting guidelines when evaluating "turbine" aircraft. Currently, there is limited information about what requirements will apply to incoming applicants and what will be required for re-accreditation.

It is important for the consumer to understand the type of appraiser they are hiring, as this can affect the credibility of the report.
